Shibuya spends Halloween telling people not to come. A few stops up the Yamanote line, Ikebukuro does the opposite. The Ikebukuro Halloween Cosplay Festival (Ikehalo) is a three-day event built for costumes, with changing rooms, a stage, a parade and the neighbourhood as the venue. It is run by a committee that includes Toshima Ward, Sunshine City, Animate and Dwango, and last year drew 161,000 people over three days. In 2026 it includes Halloween itself, 31 October, for the first time in five years.

There is one rule that most visitors from abroad don't know, and it decides how your day works: you cannot turn up in costume.

Dates and times

  • Friday 30 October: Ikehalo Night, 16:30–22:30 at Sunshine City. 18 and over only; high school students are not admitted. Photography runs 16:30–21:30, and the underground car park opens for shooting from 17:30.
  • Saturday 31 October and Sunday 1 November: the main festival, 10:00–18:00 across the Ikebukuro area. Photography 10:00–17:00, main stage 11:00–16:30, changing rooms 8:45–18:00.
  • Cosplay parade: Saturday 31 October from 14:20, planned to run from Sunshine 60-dori to the front of Tokyo Tatemono Brillia Hall.
  • Reception for ticket holders is on the 4th floor of the World Import Mart Building in Sunshine City. Children's tickets have their own reception point.

The organisers say times can change without notice, and outdoor events can be changed or cancelled for weather. They post updates on X at @niconico_cos.

Do you need a ticket?

Not if you only want to watch. The official English page lists what a "general visitor" can do: watch the stage, follow the parade, do the stamp rally and try the cosplay-item corner. Tickets are sold to two groups only: people who cosplay, and people who come to photograph cosplayers.

  • One ticket per day. A Saturday ticket does not get you in on Sunday.
  • If you cosplay and also take photos, buy the cosplay ticket. It covers both.
  • Sold-out tickets are not sold at the door. The 3DAYS ticket's men's changing-room allocation has already sold out.
  • Premium tickets are sold only on the official site. The organisers note that the listed prices apply there.
  • Advance sales close at 23:59 the night before each day.

The costume rule

Festival rules say cosplayers must change in the changing rooms at the venue. Changing at home or at your hotel and travelling in costume is not allowed. The English rules put it plainly: in Japanese cosplay culture you don't go back and forth between home and the event in costume.

In practice that means:

  • Pack your costume, wig and make-up in a bag and bring it to reception. Large luggage can go in the cloakroom next to the changing rooms; valuables cannot.
  • Touch up only in the changing rooms, not in shop or station toilets. Premium ticket holders can use the hospitality area for quick fixes.
  • Change back before you leave, and before the changing rooms close at 18:00. The organisers suggest taking off cosplay make-up too, or wearing a mask on the way home.
  • Some shops and places won't let you in while you're in costume. The festival map, online and at the venue, shows where you can go.
  • Ask before you photograph anyone, even if you never plan to post the picture.
  • No alcohol may be brought in, and you are asked not to arrive drunk.

If you only want to wear cat ears on the train to a bar, none of this applies to you. It applies if you are coming to cosplay at the festival.

Where it happens

  • Nakaikebukuro Park: the main stage (11:00–16:30), the NicoNico Cosplay Collection runway, where who goes on stage is decided by a draw on the day, and the themed cosplay gatherings.
  • Ike-Sunpark: the dedicated photo-shoot area for photographers (13:00–16:35 both days) and sponsor booths.
  • Sunshine City: reception, and the whole of Friday night.

Premium ticket holders also get a festival shuttle (the IKEBUS) between Nakaikebukuro Park (in front of Hareza Ikebukuro) and the Sunshine bus terminal, 13:00–17:00 on both days. The organisers call it the only comfortable way to get between the two in costume.

If you don't speak Japanese

The organisers have put staff with Pocketalk translation devices around the venue. The main stage will use Sentio, a live translation system: you scan a QR code on the day with your own phone, and the Japanese on stage appears in your language. That needs mobile data in a crowd of thousands, so set up a travel eSIM before you fly rather than relying on station Wi-Fi. Our eSIM setup guide covers installing one.

Two free extras are aimed at visitors: rickshaw rides around Ikebukuro, and an origami and calligraphy workshop. The rickshaws depend on the weather.

Ikebukuro or Shibuya?

They are different nights out. Shibuya on the 31st is barriers, around 125 guards and a street-drinking ban; our Shibuya Halloween 2026 guide has the details. Ikebukuro is an organised festival that wants you in costume, but on its own terms and mostly in daylight: Saturday and Sunday end at 18:00.

  • Want to wear a costume and be among other people in costume? Ikebukuro, with a ticket.
  • Want to see costumes without dressing up? Ikebukuro on Saturday afternoon, for the parade at 14:20. It's free.
  • Want a Halloween night out? Neither, really. Ikehalo Night ends at 22:30 and is for ticket holders. For a full day in costume, Tokyo Disney's Halloween allows full costumes from 16 to 31 October.

For the rest of the month, see Japan in October 2026. If you stay out late in either neighbourhood, check our last train guide.
