We read each hotel's guest reviews on TripAdvisor on 8 October 2026, including the overall score, the scores for rooms, service and value, the number of reviews, and the most recent 40 to 60 reviews in full, and checked the hotels' facts against their opening announcements. We ranked them on consistency (a high score over many reviews, and recent reviews that match it), service and value. Hotels could not pay to be included. Booking links appear only where we could confirm the hotel has rooms on Rakuten Travel.

Kyoto's luxury hotels are more varied than Tokyo's. Instead of the top floors of skyscrapers, you choose between a riverside hotel in the center, a historic garden, the lanes below Kiyomizu-dera, a former merchant family's estate, a riverside inn reached by boat and a hidden forest. Prices peak in the autumn foliage and spring blossom seasons, when the best rooms sell out months ahead.

1. The Ritz-Carlton, Kyoto

Why it's first: the highest score (4.7) from the most reviews, the best value score (4.3), and the most consistent recent reviews: 45 of its last 50 gave five stars.

The Ritz-Carlton opened in February 2014 on the west bank of the Kamo River near Nijo-Ohashi bridge, with 134 rooms, and is a short walk from Pontocho, Kawaramachi and the subway. Guests describe a calm, low-rise hotel that blends into the riverside, rooms with views of the river and the eastern hills, and staff who remember names and occasions. The complaints are few and small: inconsistent service at one of the restaurants, no streaming services on the TVs, and a guest who found it below a newer hotel in Osaka.

2. Four Seasons Hotel Kyoto

Why it's second: 4.5 from more than 1,000 reviews, with rooms and sleep at 4.8 and none of its last 50 reviews below three stars.

The Four Seasons is built around Shakusui-en, a pond garden about 800 years old, in the quiet southern part of Higashiyama near Sanjusangendo. Guests call the garden the highlight, along with the tea lounge overlooking the pond, the breakfast and the service; several frequent Four Seasons guests say it is the best in the chain. Ask for a higher-floor room facing the pond. The complaints: prices that feel high even by Four Seasons standards, an uneven breakfast, and tours booked through the hotel that didn't go to plan.

Best for: a garden setting a short taxi ride from the main sights.

3. Park Hyatt Kyoto

Why it's third: 4.5, with rooms 4.8, cleanliness 4.9 and the best location score of the group (4.8), but fewer reviews than the Four Seasons and more complaints about extra charges.

Opened in October 2019 with 70 rooms, the Park Hyatt is set into the hillside below Kiyomizu-dera, on the lanes of Ninenzaka and Sannenzaka, and its Kyoto Bar and best rooms look out over the Yasaka Pagoda. Guests praise the location for walking Higashiyama early in the morning, the quiet inside, the spa facilities and the service. Critics feel that too much is extra: a tea lounge where tea is a paid service, and Hyatt elite benefits that fell short.

4. Six Senses Kyoto

Why it's fourth: 4.6 with good scores across the board, including value (4.2), but from only 51 reviews.

Six Senses opened its first hotel in Japan in April 2024, with 81 rooms, across the road from the Four Seasons in southern Higashiyama. Guests love the design, the calm, the spa, the breakfast and the large family suites. The critical minority found the service underwhelming for the price, and one was unimpressed by the café.

Best for: wellness and design, at lower starting prices than the hotels above.

5. Hotel The Mitsui Kyoto

Why it's fifth: a beautiful building with a hot spring, but a lower score (4.3), value of 3.9 and a higher share of poor recent reviews: 6 of its last 50 gave one or two stars.

Opened in November 2020 with 161 rooms on the former estate of a branch of the Mitsui merchant family, across from Nijo Castle, the hotel has a thermal spa fed by its own hot spring and the restaurant Toki. Guests praise the interior gardens, large rooms and the spa. Critics describe disorganized check-ins and feel the hotel is a polished international chain hotel dressed as a ryokan.

6. Hoshinoya Kyoto

Why it's sixth: an unforgettable arrival, but a value score of just 3.4, and 9 of its last 50 reviews gave one or two stars.

Opened in December 2009, Hoshinoya Kyoto has 25 rooms on the bank of the Oi River upstream from Arashiyama, and guests arrive by private boat, a trip of about 15 minutes. Guests who love it describe a secret retreat with river views, kaiseki dinners and deep quiet. Those who don't describe dark rooms without blackout blinds, staff they found curt, and a location too far from the city for a first visit.

Best for: a night or two of seclusion, at the end of a Kyoto trip rather than as a base.

7. Aman Kyoto

Why it's seventh: the most extraordinary setting, but the lowest score (3.9) and by far the lowest value score (2.7) of any hotel on the list.

Aman Kyoto has 26 rooms in pavilions in a 32-hectare forest garden near Kinkaku-ji. Guests agree the gardens and silence are unmatched; many say the price, uneven service and a small spa don't justify it. Read our full Aman Kyoto review.

Too new to rank

  • Capella Kyoto opened on 22 March 2026 in Miyagawa-cho, one of Kyoto's geisha districts, with 89 rooms designed by Kengo Kuma & Associates. It scores 4.8 from 11 reviews so far.
  • Banyan Tree Higashiyama Kyoto opened in August 2024. It scores 4.4 from 21 reviews, and guests single out the spa.
