Kansai Airport to Kyoto & Osaka: Haruka, Rapi:t or Bus

From KIX, where you sleep decides the train: Haruka for Kyoto and Umeda, Nankai for Namba, the bus for late landings. Times, visitor fares, traps.

Most people pick their Kansai Airport train by asking which one is fastest. The better question is where you are sleeping. Two railways leave from the same airport station, run into two different halves of Osaka, and one of them goes on to Kyoto.

Pick the wrong one and you can end up with a 47-minute ride and then a subway transfer with luggage, when the right train would have dropped you at your door.

Haruka: Kyoto, Umeda and Shin-Osaka

The Haruka runs directly from Kansai Airport to Tennoji, Osaka (Umekita), Shin-Osaka and Kyoto, with no change of train.

Osaka Station is new. Until March 2023 the Haruka bypassed Osaka Station. It now stops at the underground Umekita platforms, 30 trains a day in each direction, and JR West puts the daytime run at 47 minutes. Older guides that send you to Tennoji to change trains are out of date.

The visitor ticket

JR West sells a discounted HARUKA One-way Ticket for foreign visitors:

The ticket covers the non-reserved cars of the Haruka. It's only for travellers holding a passport issued by a foreign government who entered Japan as a Temporary Visitor (短期滞在). Japanese nationals can't use it, even if they live abroad. You buy it through JR-WEST ONLINE TRAIN RESERVATION, or as a voucher from an overseas travel agency, and carry your passport when you use it.

The QR version needs one more step: on the day, you press "Use ticket" on the WEST QR site and scan the QR code at the gate. You'll be doing that in the airport station, minutes after landing.

Nankai: Namba and south Osaka

If you are staying around Namba, Dotonbori or Shinsaibashi, Nankai is the obvious choice: it terminates at Namba.

  • Rapi:t (limited express): fastest run 34 minutes. All seats are reserved, and you pay a seat charge of ¥700 (Regular) or ¥910 (Super Seat) on top of the fare. Buy the seat ticket before you board. Nankai adds ¥300 if you buy it on the train.
  • Airport Express (急行): about 45 minutes, with no seat charge. If you're not in a hurry, the ten minutes you save on the Rapi:t aren't worth much.

The limousine bus: late, heavy, Kyoto

The bus to Kyoto Station (Hachijo exit) is the one to take when the train is the wrong fit:

  • ¥2,800 adult, about 85–90 minutes from Terminal 1
  • From KIX, buses run from 6:45 to 23:07
  • Luggage goes underneath, and you go door to door from the arrivals area to Kyoto Station's south side with no transfer

For the return trip, book ahead. Every bus to Kansai Airport requires a reservation with an assigned seat. Leaving from the airport, no reservation is required.

Terminal 2 has no station

Peach and some other low-cost carriers use Terminal 2, which has no train station. A free shuttle bus takes about 10 minutes to Terminal 1 and the station. Allow for it, especially for a timed Rapi:t seat.

Late flights are where plans go wrong. Before you fly, check the last Haruka and last Rapi:t against your landing time plus immigration and baggage, using the JR West and Nankai timetables. After the last limited expresses, you're on slower rapid trains, and that can mean a change at Hineno.

If you're going to Kyoto and the train is in doubt, the bus at 23:07 is the last direct option.

Your phone does most of this

Almost every step here happens on a phone, minutes after you land. You press "Use ticket" for the Haruka QR, check whether you've made the last Rapi:t, and find the bus stop number. Airport WiFi works until you walk out of range of it.

FAQ

What's the fastest way from Kansai Airport to Kyoto? The JR Haruka, direct to Kyoto Station in about 75–80 minutes. Visitors with a foreign passport and Temporary Visitor status pay ¥2,200 with the discounted one-way ticket.

Haruka or Rapi:t for Osaka? It depends on where you're staying. Namba, Dotonbori or Shinsaibashi: Nankai Rapi:t (34 minutes) or the Airport Express (about 45). Umeda or Osaka Station: the Haruka, now about 47 minutes direct to Osaka Station.

Does the Haruka stop at Osaka Station? Yes, since March 2023, at the underground Osaka (Umekita) platforms. 30 trains a day each way stop there.

Can Japanese nationals use the Haruka visitor ticket? No. It needs a passport issued by a foreign government and Temporary Visitor entry status.

Is the limousine bus to Kyoto worth it? It's worth it when you land late or have heavy bags: ¥2,800, about 85–90 minutes, last departure from KIX at 23:07. On the way back, every airport-bound bus must be reserved.
