Cheap Hotels in Kyoto Near a Station: 7 Picks (2026)
Seven Kyoto hotels for two from about ¥13,400 a night, all rated 9.2 or higher and one to five minutes from a station: Kyoto Station, Shijo, Kawaramachi.

Kyoto has two good places to stay on a budget, and they suit different trips. Around Kyoto Station you are on top of the Shinkansen, the JR lines to Nara, Osaka and Arashiyama, and most of the city's buses. Around Shijo, Karasuma and Kawaramachi you are in the centre, a short walk from Nishiki Market, Pontocho and Gion, with the subway and the Hankyu line to Osaka on the doorstep.
We used the same three rules as for our Tokyo list: a private room for two with its own bathroom, a guest score of at least 8.6, and no more than eight minutes' walk to a station. In Kyoto every hotel that passed scored 9.2 or higher, and every one is within five minutes of a station.
How we picked these: we have not stayed at these hotels for this article. Prices are the cheapest room for two adults shown on Trip.com for the night of Wednesday 9 December 2026, checked on 15 October 2026, including taxes and fees. Guest scores and review counts are Trip.com's on the same day. Walking times and facilities come from each hotel's own website. Hotels could not pay to be included.

Most of the cheapest rooms here are standard doubles. The Hotel Keihan and the Dormy Inn prices are for twin rooms, which suit two adults who want a bed each.
Sotetsu Fresa Inn Kyoto-Hachijoguchi: the cheapest
At about ¥13,400 for two, this was the cheapest room of the hotels we checked, and it scores 9.3 from more than 700 guests. The hotel says it is three minutes from the Hachijo East Exit, the south side of the station, where the Shinkansen platforms are. Arriving from Tokyo with a suitcase, you can be in your room ten minutes after stepping off the train.
The south side is quieter than the north, with fewer restaurants, but the station's shops and food floors are a short walk through the concourse.

Mitsui Garden Hotel Kyoto Station: the best-reviewed at Kyoto Station
This one is on the north side of the station, three minutes' walk east of the Central Exit according to the hotel, and one minute from Exit A1 of the Porta underground shopping street. It has the joint-highest score on the list, 9.4, from more than 800 reviews, and costs only about ¥2,000 more than the Fresa Inn. The north side is where the city buses leave from, so this is the better base if you plan to reach Kiyomizu-dera or Ginkaku-ji by bus.

Daiwa Roynet Hotel Kyoto Shijo Karasuma: newly renovated, in the centre

It has the most reviews of any hotel on the list, more than 1,300, at 9.3. Nishiki Market is a few minutes' walk east.

Sotetsu Fresa Inn Kyoto-Shijokarasuma: two lines, two minutes
Just around the corner from the Daiwa Roynet, and almost the same price. The hotel lists Exit 4 of the subway's Shijo Station and Exit 23 of Karasuma Station on the Hankyu Kyoto Line, both two minutes away. The Hankyu line runs straight to Osaka-umeda, which makes this a good base if you are splitting your stay; see Kyoto to Osaka by train.

Hotel Keihan Kyoto Hachijoguchi: a twin room for the price of a double
The cheapest room on our date here was a twin, at about ¥16,100, which makes it the best value on the list for two adults who don't want to share a bed. Keihan's own page puts it about five minutes from the Hachijo East Exit of Kyoto Station and about three minutes from Kujo Station on the Karasuma subway line. It scores 9.3 from more than 900 guests.

Super Hotel Kyoto Shijo-Kawaramachi: breakfast and a hot spring
The closest of the seven to Gion and Pontocho, three minutes from Hankyu Kawaramachi according to the hotel. For about ¥16,900 you get a free breakfast buffet and a natural hot spring bath, Gosho no Yu, which is unusual at this price. It shares the highest score on the list, 9.4, though from fewer reviews (152) than the others.

Dormy Inn Premium Kyoto Ekimae: the hot spring at Kyoto Station

Kyoto Station or Shijo?
Stay at Kyoto Station if you are arriving by Shinkansen, taking day trips to Nara, Osaka or Himeji, or leaving early for Kansai Airport. Stay at Shijo or Kawaramachi if you want to walk to dinner in Pontocho or Gion and back without a bus. The two are only two stops apart on the subway, so either works for a short trip.
When prices change
These prices are for one Wednesday in early December, after the autumn leaves and before the New Year. Kyoto's leaf season, from mid-November to early December, and cherry blossom season, from late March to early April, are the most expensive times of year, and rooms near the station sell out first. Weekends cost more all year. If your dates fall in those weeks, book as early as you can; see our Kyoto autumn leaves guide for the timing.
For the next leg, see the same list for Osaka.
