Japan in November 2026: Foliage Peak, Tax-Free Change, and What to Do

November is the month people actually mean when they say they came to Japan for autumn. Cities finally turn. Kyoto hotels fill. And on November 1 the old passport-at-checkout tax-free system ends.
If your leave is October, use Japan in October 2026 — mountains first, quieter temples. If it is November, plan around two clocks: when the leaves peak where you are, and whether you shop before or after the 1st.

Weather: jacket season
Tokyo and Kyoto in November usually sit around 10–18°C by day. Mornings are cold enough for a real coat. Evenings at temples and lakes need a layer you will actually wear.
Kawaguchiko, Nikko, Hakone are colder than the city — especially after 4pm. Hokkaido is late autumn into early winter; if you are going north for the last color or the first ski, pack for that, not for Kyoto.
Rain is possible. Days are short. Start foliage walks at opening, not after lunch.
The Nov 1 tax-free change
This is the money rule that trips people who last visited in 2024 or 2025.
Through October 31: many stores still exempt the 10% consumption tax at checkout when you show a passport.
From November 1, 2026: you pay the tax-inclusive price, show your passport at the tax-free counter, and have the goods confirmed by customs when you leave Japan; the refund follows that check. The ¥5,000-per-store-per-day minimum stays. Sealed packaging for snacks and cosmetics goes away, but the goods still have to leave Japan with you.

Foliage in November (use the forecast, not a postcard)
The Japan Meteorological Corporation's October 1 forecast has every city close to a normal year:

The forecast dates are for one specimen tree at each city's weather observatory; famous spots can run ahead of it. The next update is due in early November. What to do in November
If you are based in Tokyo
Early month: Kawaguchiko or Hakone while the lakes and hills still have color.
Late month: city ginkgo, one temple garden at opening, and the first Christmas walks.
Good day trips for the leaves: Hakone, Nikko day trip, and Nikko autumn foliage.
Kyoto and Nara

Sumo after Tokyo’s tournament
The last grand tournament of 2026 runs Sunday November 8 to Sunday November 22 at Fukuoka International Center. Tickets are sold through the Japan Sumo Association. Tokyo's next tournament is in January.
Lights and the first winter feel

Niseko and other ski areas start to wake up late in the month. If snow is the point, use the Niseko guide and winter Japan rather than treating a foliage trip as a ski trip.
Sample November trip shapes
5–7 days, Tokyo-based: city + Kawaguchiko or Hakone early + ginkgo / lights late + one indoor weather day.
7–10 days, foliage Golden Route: Tokyo → Fuji lakes → Kyoto at the end of the trip.
Kyushu add-on: Fukuoka for basho and food, then Hiroshima or a slow rail back.
Culture Day (Tuesday Nov 3) and Labor Thanksgiving Day (Monday Nov 23) are national holidays. The second one makes Nov 21–23 a three-day weekend, the busiest days of the foliage season.
